I would deduce that if you had an STD test done then you went to see a doctor.
1.) Do you mean penis? - You can be experiencing a yeast infection which needs to be diagnosed by a doctor. Once it is diagnosed the first time, if it returns - you'll know what to do.
2.) Did you mean anus? They might be hemorrhoids. Preparation H will help with the inflammation.
In any case - go to the doctor again and don't leave until you have an answer.

If you have small (what you call 'pimples') that seem to be 'under the skin' not on it, these are called vesicles or tiny blisters (not harmful) they can be caused by vigourous masturbation - once there, they are there for life as they will be in the lining of your foreskin (if still attached) and also under the skin on the shaft itself as stated! But dont worry, there is nothing to worry about even I have these!!!
But if this isnt what you have, and you have been checked out for any other related STD's etc, then I would make an appointment to see a doctor at the STD clinic if you dont wish to see your own GP/Doctor!
