I'd say now, around September, October time. The weather is not bad, it is not crowded with tourists, so you won't have to be freaking out about losing your kids in a crowd, and you can probably get tickets to shows which are normally sold out like The Lion King and other Broadway plays. Most of the families seem to come around Christmas time, and though it is really fun then too, there are lines around the block for the toy stores like FAO Schwartz and Toys R' Us... so you can do all of those things with better weather and no crowds now... or you can also wait until Feb. or March, but then you have crappy weather.

I'd say try to stay in the Time's Square area or Midtown.

Definitely Christmas time. And it won't cost $10k, though I agree you will not want to go the cheap route. I'd recommend looking for a package...expedia and amtrak both offer some good ones usually. I'd recommend staying somewhere good, or you'll waste your savings on cabs. Times Square area is a good place to stay.

Its not 10k, rediculous, the best time in the spring or Summer so you can enjouy the best part, walking around the streets and the parks.

Around the holidays.

If you really want to enjoy yourself, be prepared to spend at least ten thousand dollars. New York is not cheap. And if you try to take the cheap route, you will be disappointed.
