Hello there ... I painted speaker boxes made of particle board. Flat colors look really good. If you need a working surface ... where items might be put on top you'll need to protect it with glass or an other laminate.

Yes you can paint over the stained particle board furniture. As with any painting though, the prep is very important. Clean the piece, and then sand it with a 120 -150 grit paper. I prefer an oil primer, and two coats of latex over that. Be sure to let the primer dry enough to allow it to be sanded smooth before the 1st top coat. Where this piece of furniture is particle board, it is a good test for future work....don't worry about messing up.

Use a primer which has been formulated for the purpose, something like ESP (every surface primer). I have manged without - just lightly sandpapering the laminate (often a plastic paper foil, and this has given satisfactory results. I normally use 'wet and dry' paper - some of the laminates can be quite thin, and make sure you remove any residues of silicone or wax polish that may have been used previously. I always use oil-based paints as this seems to adhere better and is more durable. Brush or roller gives a reasonable finish, especially if you lightly rub down between coats, but if spraying you might consider using a cellulose paint.

Yes you can paint particle board. Be sure to coat any edge that has been cut with shelac (you can see the rough particles on the edges that have been cut). Allow the shelac to dry and then paint. If the stain is really bad, I suggest you shelac over the stain as well.

Your phrasing is fuzzy. "Can" you paint.........yes you 'can' do anything; but should you do it, or is it a wise choice is another question.
