It is never safe to smoke cigarettes....

However, a broken ankle wouldn't be affected too much by smoking, except that smoking lowers the immune system and will make healing slower in some cases.

Well, it's never safe to smoke cigarettes, but the broken ankle will not make cigarettes any worse for you. They could, although unlikely, affect how any medicines you are taking work. Consult your doctor if you take any prescription medication.

I don't know why breaking an ankle would matter if you smoked or not. But if you want to be technical there is nothing "safe" about smoking in the long run.

Whether or not your ankle is broken, it's not safe for you to smoke cigarettes. I think the Surgeon General established that a long time ago.

It's not safe to smoke... but if won't effect your ankle if that's what you're asking! If you were a smoker before you broke it, you can smoke after you broke it. But don't just start because you're bored.
