To ensure I'm being completely clear. The context here is for THIS SITE. I find it troublesome how many people post their homework questions, and even more troubling how many people are willing to just spoonfeed the answers. It's one thing to help GUIDE and help someone LEARN. It's another to just give someone the answers. Teach a man to fish...

I think it's ok for people to use their resources to answer a difficult answer. I will not respond to questions that will give a direct answer like what is 7*2? I won't write that it is 14. I will more show how to get the answer and be around to let them know if it is correct or not.

For colleges, I believe the above system should be used.
For high school, the students should enforce the honor code with faculty supervision, with the only result being the minimum allowable grade for the grading period.
For middle school, the students should use the honor code, with a first offense only getting a 0 for the assignment, with a warning what the offense gets in high school or college.

It is not this site's job, nor it's perview, to decide what is cheating, and what is not cheating. That is to be determined by whoever is responsible for upholding the honor policy at whatever school the poster attends.

I am sad to say that short of strip searching and having each student take the exam alone in a locked room not much. However, you can school yourself on all the new and old methods that have and are being used to cheat. Then constantly monitor your students while the exam is being taken. If this doesn't work then the punishment for being found cheating should be extreme and enforced. I feel that this will come as a warning to other students who feel they can get away with this despicable act. As with most things in life there will always be that one person who feels they have the perfect way of getting away with it. It might help if parents teach their children good morals from a young age and making them understand that this type of conduct will not be tolerated. I was taught right from wrong and am happy to say that it worked for me. The thought of cheating never entered my mind when it came to the challenges that life held for me. I hope that I have helped you a little bit. This was a very thought provoking question.

It is impossible to know if a person asking for homework help is cheating, or truly does not understand and is looking for a better explanation.
In the short run, cheaters get better scores or grades than they deserve.
In the long run, they are losers. They can't possibly cheat on every exam - eventually it catches up with them and they get the grades they deserve.
(I must admit, though, that some cheaters get admitted into Ivy League colleges because of their parents' influence and $$$, and occasionally get elected as politicians.)

When taking exams in a classroom, have another teacher or two sit at the back of the room to keep watch so that the students can't use notes hidden in their hands.

Cheating will continue to happen, its kind off human nature. Its not only school work, cheating happens everywhere - school work is where everyone learns to cheat.
Sometimes it is OK to cheat for school work, as long as you apply your brain for cheating. Means as long as you understand what you are doing, its OK. It solves the purpose of work, i.e. to learn.
DON'T CHEAT or ENCOURAGE WHO DO IT

You mean, for example, by using calculators on their math homework? That, unfortunately, is not possible.
For written papers there are software tools that check for plagiarism.
Ask parents to help.
