As someone who performs surgery in animals [ which do not have an appendix in the way humans do] then a stump is easier to suture and produce a good seal than removing the whole piece and therefore having to suture a hole in the bowel. There would also be a risk of stricture [ scarring and narrowing] if the whole organ was removed as when the gut was sutured it would result in slight reduction of diameter. This could theoretically obstruct passage of the bowel contents. This is the case in veterinary surgery but the principles should be the same.

Generally, a "stump" may be left as it is easier to stitch (and easier for your body to heal) than if they had the whole thing cut out, leaving a hole in the digestive tract itself. However, I would guess that this is also circumstantial, as appendicitis spreads fast and might get itself to where the "stump" would otherwise be.
Then again, it could just be a surgeon thing. Each to their own, I suppose...
