I wouldn't stress too much about it. At 2 years old children only do "parallel' play and don't interact with each other much - unless it's to take the toy that the other one has. I think 4 kids is plenty at that age. Don't try to have too many "team" structured game because they don't cooperate well at that age...I would have music and dancing ( kids love to let loose) how about a treasure hunt in the yard for party favors ( hidden in very easy places for the little ones) you could have sidewalk chalk and out door toys.......

Try having a party some where like Build A Bear or chuck E Cheese where they can be around other children and you don't have to pay for the extra ones. Good Luck.

Music,

Cupcakes, decorations,

Get a plastic white tablecloth, lots of crayons, and magic markers that wash off with water, and let them color away,
and they can color on the floor.

Go to the dollar store and get a balloon for each child, and tie it to the chair and they can take it home with they leave. Get lots of crepe paper and other Birthday decorations at the dollar store. They also have coloring books for them, to use while at your home and to take home.

I also got the paper crowns at the dollar store for each to take home.

2 is the best! So easy, now 16 is.......not so easy!

For my daughter's second birthday there was a snow storm the night before, only one little friend was able to get to our house and the kids had a blast. We had a little fish pond game, coloured pictures, ate cake.

Just let them play there doesn't have to be a theme. Or if it's a girl, have a tea party, I'm not sure about a boy.
