Yes. I was stopped just last week for giving someone a ride home from church. It was only about 4 blocks away, and the only traffic was the cop that I drove past at a cross street at 25 mph. The only reason I got away with it was that he was called away on a 'real' emergency before I could get my license out.

The California Vehicle code says that it is illegal to carry passengers in the bed of a pick up truck unless they are seated on seats and are seat belted, dogs must be tethered not just leashed.

you can not ride in the back of a pickup truck that dose not have a seat bolted to the vehicle and it has to have seatbelts
