Walmart has little craft buckets. They are like $5 or so for the bucket. They have the halloween ones out right now. They are cute and fun for the kids!
You could also make fall leaves out of construction paper. You could make pumpkins out of clay and let them harden and paint them or just use orange clay.

Make some stained glass cookies:
Cut out sugar cookies with Halloween cutters. Then cut out the same or a different shape from the middle with a smaller cutter. Bake the cookies for half of the recommended time. pull them out and fill the hole with crushed hard candies ( like butterscotch or cinimon hard candies) bake them for the rest of the time and you have stained glass cookies. If you cut a hole in the top with a straw before baking, you can hang them.
You can also do it with bakable clay ( get the recepie from the net) and bakable plastic ( any craft store). With these you can paint them too.
Its fun because they get to roll, mix, cut and bake and get something cool looking when they are done.

go to your local craft store or even walmart and get the foam decorations and a glue stick kids just love them and so do the adults. they do have some that are already sticky but they arent easy to peel

Get construction paper, glue sticks, markers,scissors(kid friendly), and go old school!!! Make jack-o-lanturns, bats, moons,anything halloweenie! You could decorate windows, or get string to make garland. If you suck at drawing shapes you can use cookie cutters to trace shapes. You can even make temporary hats and costumes out of construction paper. The possibilities are endless!!!

You could cut out pumpkins on orange construction paper and different parts for them like eyes, nose, ears, etc out of yellow paper and let her design her own pumpkin.
painting pumpkins, less messy than carving them and lots of fun..
make a scarecrow..
really anything with cutting and pasting or coloring would be lots of fun.. you could make witches, ghosts..

Get some paper plates and cut out some Jack -O- Lantern faces.
sprinkle with glitter and gold dust and watch the child's face lite up !!
