Right! It means Laugh Out Loud, is that right? Then not only is it over used but also used totally inappropriately by most people!

I reckon they just want to look "cooool"!

Because it is a way of expressing a thought, feeling or sentiment without the writer having the need to put in sufficient effort to actually write that which they desire to express. It is a form of literary laziness.

It usually means "Laugh out loud" but sometimes means "Lots of love". Often it means nothing at all because the lazy thinkers/writers who use it tend to use it habitually whether it is needed or makes grammatical sense or not.

These literary vandals are guilty of abusing the English language and should therefore have their keyboard fingers chopped off and fried like sausages.

To demonstrate that their answer is meant to be taken humourously. It's sometimes hard to convey in the written word alone.

Maybe so that the person asking the question realises that their answer was intended to be humorous not smart.
