Keep the cat in the house or tie a bell to it's collar.

It's the nature of the cat to catch mice, birds, squirrels, lizards and other small animals. Keep your cat in the house will work until your cat sneaks out. Your neighbor needs to keep their birds inside. Your cat is not the only predator that can kill them. snakes, dogs, other cats and raccoons will eat them too! Some think this is cruel but it is part of natures plan to aid in keeping the populations down.

Cats can get out of leashes. I've yet to find an area that has leash laws for cats. Actually once on Peoples court I saw a person trying to sue the owner of a cat for the lost of his bird. The judge said take better care of your bird. The cat is a cat and that's what they do!

I have a parrot who is the same size as my smallest cat. He can defend himself but a small bird would not be so lucky.

This neighbour needs to take better precautions. The cage should be higher up or better quality or just larger. He could try keeping a spray bottle nearby and spray the cat to discourage it when it comes by.

The bell may work. how does the cat get to their birds? aren't they in a cage of some sort? if they are tell the owner to check the cage for openings that your cat would fit through.

The poision thing is a bad idea, how would you know exactly how much to put on it. so don't do that.

I don't know why many people think cats should roam around outdoors. Not only do they terrorize wildlife, but it's a danger to the cat, also. Keep kitties as house pets!

Actually.. there is little that you can do. They catch the birds.. that is what cats do and they bring it home to show you what a great kitty he/she is. I never have my cats outside because any cat that is allowed to go outside will eventually be killed.

keep your cat inside, if you want to take him outside have him on a leash (you may need a month or 2 of leash training him inside) that way you have control over your cat.
