The org's for dog for the blind all have their own breeding programs, and the requirements for those dogs are very stringent.
The reality is that the Lab has been the worlds most popular breed for many years now, and there is a glut of Lab puppies because of it. At this point in time there are about two Labs born for every person that wants one.
I have been raising Labs for about 50 years, and during that time there has never been a puppy born here that didn't have a home before the breeding ever took place. For that reason I haven't done a Lab breeding in years.

Most of them contract with breeders, so they know the dogs come from parents that have been screened for hip dysplasia, cataracts & detached retinas, and other genetic defects. If you screen your dogs properly & want to see if they would be interested, contact your closest organization for more info.

They have very specific breeding programs with dogs that are known to be great service dogs. They don't purchase from unproven breeders.

I don't think they purchase the dogs, I think their donated. I know rutgers has a program that trains dogs, but that just means that they train kids to train them and give them to the kids for 3 years.
