You can't send a petition to make a already standing law be enforced.
You need to call your county animal control and report the situation. They will seize the dogs and test them for disease and aggression. After which, they may be permantely seized from the owner, adopted out or destroyed.
The problem with animal offences is that they are misdemenors so a busy police department may have "better things" to persue rather than some mean dogs that will only give someone a slap on the wrist.

Legally, the owner of the other dogs is liable and owes you compensation. First, you have to draft a petition. in order to do this, you might want to get a lawyer, so that the petition asks for a law that is worded properly, and doesn't conflict with other laws already in place. Then you need to have it signed, preferably by registered voters, at least over the age of eighteen. six-year old suzie may love protecting her puppy, but she won't be a good target. Depending on how many people are willing to sign, you then need to get the petition to your local officials. i suggest a town meeting, again retaining a lawyer could help with this. if enough people who are in support of this, your town officials will draft a law based on your petition and put it on the next ballot, depending on local laws.

First of all, I'm so sorry for your loss! I would call Animal Control and your town's Police Depatment and report what happened and also see what kind of charges you can make against the owner of the dogs. Ask the Police how you can go about getting a petition going. Good Luck!

So Sorry for the loss of your dog.
Did you call the police? I know where I live, all dog attacks have to be reported. also contact the local SPCA and file a complaint. If you brought the dog to your vet, have them write a letter stating the cause of death and if you can get photos of the two dogs Not on their property, do that. You will need proof that the dogs go unattended.

I would call your local rep or court house as there may already be a statute that exists for such an "occasion". Go to your next township board meeting and present it... perhaps beforehand you could canvas the neighborhood and ask if anyone else may have the same complaint about those dogs or others like them.

It's called a civil lawsuit.
It's a great motivator.
I'm sure the law is already enforced, if the infraction is known.
We have enforcement here, but you have to notify the authorities and they will take care of it.
They don't have the time and resources to monitor the entire city at all times.
