Can they be modified to be used as a cable box or any other electronic device?

They really can't. Satellite TV receivers like the Dish network use fixed frequencies tuned to the particular satellite they are designed for, and the antenna cannot be moved from it's position for other uses. In addition, the electronics in the receiver that decode the digital transmissions from the TV satellite are hard wired to the encryption methods used by the TV service they were designed for.

General satellite receivers, such as C and Ku band receivers could be used for radio astronomy, but only in the frequency ranges they are designed for, and only in the narrow equatorial path they are designed to point in.. Real radio telescopes have a wide range of tunable frequencies and very powerful amplifiers for the incoming signal. In addition, they can be pointed just about anywhere, not just the narrow band of space that holds most commercial telecommunications satellites.

They can be used for air conditioning units, They are just the right dimensions to prop a window open on hot days !! I have seen old computers used this way too !!
