What does this phrase actually mean?

It just means that everything goes wrong at once.

I think that it means it seldom rains but when it does rain it comes in a downpour. Unless we are talking Southern California, then it means that troubles or grief come heavily.
The other thing that I was thinking is the slogan from the Leslie Salt Co.; "When it rains it pours."

Just what's happening in my life right now...when one thing starts to go wrong...everything seems to start to go wrong...hence the phrase...when it rains it pours

I have never heard it said quite that way. I have always heard it said "When it rains it pours"

Like the ladies say...you never get one problem to deal with on it's own, they come in multiples all at once. You need a hat like mine, then you'll be okay!

Try this: It never rains, but if it rains it pours.

Like you never have any problem but it you get problems/difficulty there is more than one (allot)

it usually is referring to bad things happening.
that is because when bad stuff happens it doesn't usually trickle into your life. kinda like when someone loses their job, then loses their apartment, then their boyfriend, then their credit, then their car.
i may be exaggerating a bit, but that is what i think it means

It means that there is never any bad thing that feels slightly bad, it always feels very, very bad.
