Tea goes with almost anything. Tea is a tradition between me and my friends, and our staple "by the tea" items include plain yellow cake, dried apple, and Belgian chocolates (any variant would do even if it's just squares of plain dark chocolate... my personal favourite is cherry liquor chocolates).
Other things that go well with tea include scones with cream and jam, fruit-filled pastry, brownies, eclairs, cream puffs, fresh-baked cookies (oatmeal raisin or macadamia cookies are great). If you want to be a bit fancy, find out about European delicacies like Czech vanilla wafers, Belgian butter waffels, Swiss chocolate-coated cookies or Danish butter cookies.
If you're interested in exotic, here's a tip from Southeast Asia. In Indonesia hot tea (a blend of fresh black tea and jasmine flowers) is drunk with fried snacks (sweet or savoury) or traditional sweets. Popular sweet items include pisang goreng (banana fritters), dodol (cake made from cooked fruit, sold by the box), steamed cupcakes, spice layer cake, and serabi (rice pancakes with caramel sauce). Popular savoury items include candied tofu (tahu bacem: very tasty), spring rolls, and lemper (sticky rice cooked in banana leaf, stuffed with spicy chicken). Tea may be with or without sugar.
Thought this might be interesting: In West Java, Indonesia, when a man asks permission from his fiancee's father to marry, the father's answer is indicated by the flavour of the tea served: sweet means yes, and plain means no.

u actually didnt speify which type of restaurent u r setting up?i dont think u r asking to sell in road?

well i like cake biscuits chocolate bars and cheese well most things actually frys, toast, sandwiches, scones with cream and jam or just butter i even like a cup of tea on it's own. tea goes with everything now i think of it.

Scones. Finger sandwiches are good as well. But I think scones are the best and they come in many different flavors and I don;t know of anyone who doesn't like them. Good luck.
