When dog mate and get stuck the males penis swells so that he can deposit the sperm in the correct place for it to be able to get to and fertlize the females eggs. They stay stuck so that the sperm have a chance to move up inside farther and becasue he is ejaculation several times durring the tie up.
Many times if they mate but do not stay tied up you will not get puppies from the mating.

Readers digest version... when dogs mate or "tie" there is a ball that swells at the end of the males penis so the female can't get away during copulation. After sex when the males hard-on goes down (a blood retaining valve opens and allows the blood to leave the penis), so does the "ball" on the penis' end and the two can separate.

The male dog has a bulbous glandis along his penile shaft, this swells during copulation. The reason is thought to be to ensure other male dogs don't repeat the performance as soon as the first male dog is out.
The tie usually lasts for about 20 minutes giving the sperm ample time to make it up the uterus to the oviduct therefore ensuring a better chance of pregnancy.
Once the copulation work is over the male will take one hind leg and swing it over the female and they will stand (bum to bum) until the bulbous glandis swelling subsides.

doolittle has it mostly right. the other reason they get "stuck" is that on the end of a dogs penis is something like a clasp. it almost resembles a budding flower. it will spread out, and "lock" the male to the female. they do that to ensure that their sperm is getting inside the female for the continuation of the breed or mutt!!! :-) it's not a bad thing, it's just the way nature is. you just don't want to manually separate them, or you'll tear the female, often badly, and could also hurt the male. kinda weird.

The head of the penis swells into a ball. This is called tying off. This happens so that the sperm has a chance to get to where its going. DONT EVER TRY TO PULL THEM APART!!!!!!!!!!!!!! That is very painful for the dogs as soon as the swelling goes away they come apart.

The genitals of all mammals are not the same, and there are several that have special needs indicative of their particular species.

What knotting does is prevents the female dog from expelling the males seamen.

The longer he's in the better the chance his sperm will fertilize the eggs. It's an evolution thing. Lions have barbs on their penis which make it painful for the female to breed again. Everyone one wants their own babies to thrive.
