don't like the word retarded, very 1920'/30's language
firstly all sorts of people during this time was labelled with the terminology you use, they may not have been mentally impaired or ill or challenged, it could be use to identify social groups which did not adhere to the Norms and values of the community then.
some were set to work doing basic mental tasks, some just locked away..many were put into hospital wards, became institutionalised, made baskets and trivial activities.

In those days, when anyone had a mental problem, they were either locked-up, in "Straight-Jackets" and put in a "Padded-cell" or they went through "Shock-treatments" so much, it made them retarded.. JFK's little sister, was mentally challenged, so when his father was away, or his mother was away, one of the parents would go take her too this "supposed doctor" to have shock-treatments done, and this doctor fixed her real good, she became like in a vegetation state, and when the other parent found out about the treatments it broke their heart.. She's still alive, but that doctor later became a "big-name" for fraudulent doctors.. And all the Kennedy brothers felt really bad for their sister.. So, I doubt very much that they would help, mentally challenged adults do anything, in those days... They would hide them if anything, because, of discrimination, being so bad, in comparison,, to these days.. I would think.. I do know everyone tried to be hard-working middle class American's with the "Perfect" little family... And any sort of spot, or wrinkle in their families, was never spoken of, or hidden very well, in those days.. Sad, but true..

dont think they were allowed to work. on fact they were either in an institution or locked up in a small dark room, alot of people didnt understand them as much as we do today and alot of people choce to terminate their childs life if they had this sort of ailment or were suspected of it.
