Check for the followings
The version you are loading is complete one? if possible again download the file.
Try different release e.g. if you are loading 7.2 rel 1.1then try higher release like 3.12. this can solve the problem.
if still there is problem then it lies in os. You need to reload the XP or try to repair it.
You can check it in another way by observing that this thing happens only with tally or with any other software also ?
Your problem would be solved automatically in first instance only.

So what are you trying to do when you get this error.

Is at at the very start or when you run a program or application?

But basically it means what it says. It is trying to load a library but it can't. The reason is not yet clear. A library holds routines and functions that the application or operating system need.

Also, when you get the message, is there more information about the name of the library it is trying to load? Maybe on the title bar?
