that depends on a number of factors -
lp = average pressure of lick
d= diameter of tootsie pop
w= width of tongue
f = friction coefficient of tongue
so with these variables, we then use the following formula
Licks = d/(lp/f) + (2pi/w) -(d*(w-d))

Well when I was in high school a friend of mine did it, it took him 514 licks. But there is no definate answer, it will take different amount when different people try to find out. Depends on how they lick and how big their tounge is.. The goverment needs to do a controled experiment to find the real answer, its not like they don't waste money on other things.

312 - my daughter, when she was small, decided to find out. Once she had, she wrote the company a letter with her answer and, believe it or not, the company sent her a certificate of congratulations for being able to go the distance and find out the answer to this "age-old question". She was thrilled for a week that a big company had taken the time to send one kid this kind of acknowledgment.

I remember trying a few times when I was a kid but cannot remember if I ever suceeded or not... but I have to admit the practice came in handy when I got older and started dating.. ;)
