The cheapest i've found for all art products is Cass Art down Charing Cross Road.Near Capital Radio building.

As stated by someone else, Atlantis in Plumbers Row, Whitechapel is cheapest and have a really good selection of just about everything for every medium, and they give student and bulk buying discounts.
