if my wife goes in an american hospital, she pays the hospital bills and has a baby in USA, will the child get american citizenship also if bot parents are foreigners? thanks

If the baby is born in the US, the baby is a citizen no matter what. I think you can file for citizenship based on the fact your child is a citizen. This is off the top of my head, so you might want to check.

Providing parents are registered and carded, any child born in this country is an American.

Sadly, yes. It is actually duel citizenship and the child will have to pick a country before they turn 21.
