The best way would be to take small sections of wet hair at a time starting at the very top, brushing the hair up from the crown and holding it vertically, snip a straight line to the desired legnth. Collect up the next section and using the first cut portion as a guide repeat the cutting.Continue cutting all the hair off at the same level, each time using an already cut section as a guide. Remember to always pull the hair UP striaght before cutting. Because the hair will be longer at the sides and back than the top , when you let go, it will have a layered effect, but when holding it all straight upwards it will be level . Your arms will ache so allow heaps of time to do the job.

Doing the layers straight up is a 180 degree angle, some times that can work great,but other times the hair can just look like it has lines cut in it. Another way to cut layers is straight out form the head at a 90 degree angle this usually works better and looks more blended without the lines.The 90 degree angle is harder to do on your self though.

If you're talking about cutting it, I remember way back when I had my hair layered the stylist merely took a layer of hair all around the top, made a ponytail on top of my head with her hand and then CUT.... I still use that method. Can't beat it.

you are going to love this easy method. when you get out of the shower, towel dry your hair, then simply bend your knees hang your head over, comb your hair straight down, hold the tips and cut about ONE inch. now roll your head back up and check it. if you like it cool, if not do every thing again and remember to cut only a little at a time. its better to take your time, than to have too short layers.
EXTRA: to trim your bang section use baby scissors, like eyebrow trimmers or nose hair trimmers, because that why you cut only a little at a time. if you are not going to style your hair buy some spray gel it will help give a beachy style to it.

Depending on the amount of layers you want, what you would do is put your hair in a high pony. Pull it over your face so you can see what you are cutting, make the hair flat, and cut straight across.
