I'm thinking anything that has to do with being a good shepherd? Don't cowboys wrangle cattle? That's kind of like being a shepard, but with a bit more excitement.
The thing about funerals is that you don't always have to tailor the scripture lesson to the profession of the deceased. Find other innate qualities of this person that made him memorable and search the Scriptures accordingly. This would save you from having to force the cowboy thing and it would definitely comfort his loved ones.

Don't bother quoting scripture.
Just keep it simple & folksy.
Kind of like, "He was a good hand and wrangled with the best of 'em. The trail boss needed him on that big range in the sky to help round up the rowdy cows and y'all know how them rowdy cows can be."
Just keep repeating references to cows & wrangling, people will get the idea.
If you want to see real cowboys *roll eyes* then start quoting the bible with all its poetic and incomprehensible language. If you are referring to city cowboys, he wasn't a cowboy, so just read the usual crap people read at funerals.

If you are a preacher you should already know what you are going to say to the family and friends, and certainly not asking here.
If you don't know this person you should have asked someone who did, do the preaching of this mans funeral.
