No. Something is labelled as "politically correct" when it represents an idea that is recognised as true but does not fit into one's political ideology.
For instance, women's rights are labelled as "political correctness." The people who label it this way have no argument that could counter the call for women's rights, but by giving it this label they give the impression that they are "dealing" with it. It is labelled, classified, trivialised and that prevents them from having to actually articulate their opposition to the concept. As soon as it is labelled there is no longer any need to consider it. This technique has been used to label a many people. Here is a very short and absolutely not exhaustive list of some examples:

Nope, it came courtesy of aging baby-boomer hippie professors at college who wanted to control the media and the classroom subjects. It had nothing to do with the government. It is a form of academic censorship.
