Many graphic editing programs will let you do this. However, once an image has been stored as a jpeg, it will not compress as well as a gif. If at all possible, create your gif from the original (non jpeg) image.

1. open the image with paint
2. click file
3. click save as
4. give it a file name
5. choose GIF as the file type.
6. click save.
this does not convert the image to gif, rather it creates a duplicate copy of your jpeg file but this time in a gif format.
