You can try to get him to pay for it, but I think a more fair solution would be to split the cost.
Also, if this is inside wiring your paying for, then you have the option to pay an extra $4.00 or so a month and they'll do all repairs (telephone company) for free. If it is outside wiring they are supposed to fix it for free anyway, so I assume it is inside wiring.
Technically speaking you're landlord is not liable for phone line or cable line problems. That is usually between you and the cable/phone company. All he is responsible for is the house and the appliances (such as stove, fridge, A/C, heat, electrical wiring/plumbing.) Anything above and beyond that is your issue.
And the problem may not even be inside the house, sometimes the phone company likes to screw you by saying it is a wiring problem inside the dwelling itself, but they are responsible for any wiring issues outside of the dwelling.

Check with a tenant landlord act agency. Look in the government local phone book. Sometimes the Better Business Bureau can point you in the right direction.
Unfortunately, You may be responsible for the phone line. I don't think the landlord is obligated to provide phone access (the line). Some tenants previously may have chosen not to have a phone. And these days, a lot of people choose not to have a landline and use cell phones to avoind having to pay the deposit.
Those are just reasons I think you may have to pay if you want the service.

No, It's Your Phone Service, not your Landlords. If you have DSL or Cable Internet Service, would you expect the Landlord to Pay For It? Do it yourself, or have a frind or relative install the wireing. It's Not Rocket Science. Just pick up the phone wire and jacks, ans simply follow the directions. Not much harder than changeing a light bulb. P.S. I'd do it in a heartbeat for $130.00 Too!

Some phone companies offer the inside wiring maint. for a small fee-I don't think the landlord is responsible- it is not like the heat or air went out-or the stove - it may be fairly easy to fix- or find a cheaper phone contractor to fix it. D

Your landlord should pay for it. If he won't, sign up for the inside wiring insurance with the phone company. After one month they will fix it for free. Then you can drop the insurance.
But, the landlord should pay. He might even have his own handyman do it and not use the phone company.

Wanna hear a joke? I'm in the same situation! *I* live in subsidized housing and don't have a land line. The phone company tells me the landlord's responsible and vice-versa. Bottom line is that *I* live in low-income housing (I returned to school and am putting myself through it... ) and I KNOW I can't afford it! Eff 'em, I have a cell phone! Yes, the landlord is responsible, but you might want to look at your phone bill and make sure they havn't been charging you like a fee every month kinda like an insurance that if you needed wiring fixed, they would do it. They always seem to sneak that in on my when I'm renting and don't need it!!! Good luck

Your landlord is responsible. Tell him it needs to be done. If he doesn't take care of it, you have every right to pay for it yourself, and with-hold that amount from your next months rent (with a receipt).
I don't see how people below me are saying that is is NOT the landlord's responsibility, and that its yours! What if you needed new wiring for lights?? He wouldn't have to pay for that either? As long as you're not "upgrading" anything, but repairing something that already exists, then HE IS RESPONSIBLE. End of story.

Don't expect any reimbursement unless you have gotten an agreement in writing with your ll.
If the rewiring is because the existing wiring if defective and provides you with no service, then it is logical that the ll should pay. If it is because you want additional outlets and a moved line for your own convenience, the cost should be yours.
