When you buy a new car, sometimes it doesn't have a license plate and instead it has an ad from the car dealer. We have a certain amount of time (30 days, some states might be less) to get the car registered and get a license plate for it, the dealer doesn't have to provide the plate for us.

Probably a dealer ad plate. When some people first buy a car, they will carry the temporary plate (made of paper) in the rear window, until they recieve the permament one. The ad where the plate is usually located is one for the dealer where the car was purchased.

Personally, I hate the things, especially the metal badges or decals dealers put on the rear of the car with the dealer name on them. I pay enough for the car, I don't want to provide a car dealership with free advertising.

When someone purchases a car from a licensed dealer the cars often for one reason or another have no permanent plates. The car dealership usually gives the new owner a temporary operating permit, and then what better place to get free advertising, you looked, and it stuck in your head. That's their goal and it worked.

some states have to plates i live in ohio and by law we must have a front and back plate but other states i know ky is one they only use one so thats why you will see ads where the liscence plate should be also there is a 30 day tag most of those are put inside the car cause there paper so you will see a ad where the car was bought from

I've never seen a car in the USA without a licence plate. However many states only insist on a plate at the rear, not at the front.

some places have a leanancy of 30 days to get a tag for a new car. When you buy a car from the dealership it will sometimes have a dealer tag on it

I'm assuming that that was on the front of the car? They don't seem to need them there.
