ok, I got it.. LOL
A country western theme :)
everyone come dressed in western attire. Place bales of hay around the seating area. Do a bbq thing.. maybe some chili for effect LOL.. Make it a potluck where everyone brings food for the BBQ. can you smell it already...make sure you use plasticware, cuz BBQ are not fun with out paper plates and plastic ware..
LOL... for entertainment you can have southern gospel country music and dance the 4 square.. LOL
Make it a complete heehaw thing! LOL
The Bridesmaids and groomsman should make sure they have matching western boots.. they can all rent the country western suits and dresses at the costume shop and get them from a thrift shop LOL.. gee that sounds really fun and not expensive either :)
oh and to save money, just buy some silk flowers and spray them with air freshner LOL

The bride should be the one choosing the colors, not a planner or anybody else. The bridal colors will be the colors used in the maids dresses, decorations, flowers, and groomsmen's ties and vests.
Actual clothing should fit the weather and consider the outdoor setting. The dresses (bride and maids) should not be overly long with any kind of trains to drag in the dirt.
If she can't decide on colors, then look at the park itself. The trees, flowers, and other things will have color to them already. Complement the park setting for the season and what will be in bloom.
If it will be in the spring, then pastels like lilac, pink, baby blue, etc...
If it will be in the summer, then bright vivid colors like red, royal blue, purple, etc...
If it will be in the fall, then go with deeper colors like navy, burgundy, forest green, plum, etc...
If it will be in the winter, then cool colors like icy pink, ice blue, silver, etc...
Then look at what flowers will be in season at that time of year. Even if you get silks, it will look more natural to have flowers that aren't out of season. Click on the month the wedding will be held in, or the color flowers to match the bridal colors.

This site has a lot of useful information even when you aren't ordering from them. Browse around a bit for help in choosing colors and themes.
Afternoon wedding food would be a light cocktail affair. Finger foods, fruit and vegetable trays, cheeses, fondues, etc...
Evening wedding food would be a meal fit for the weather. Warmer weather would have things like cold ham, fish, or chicken. Cooler weather would have a carving station with turkey, pork, or roasts. Then the side dishes to fit the main course.
For drinks, there should be tea, coffee, punch/lemonade, and other non-alcoholic drinks offered. Then have a bar for the alcohol, if allowed by local laws. Some places you can buy a permit, some places don't allow it no matter what. Check the city/county before hiring a bartender.
Also, look into things like pest control, toilet availability, possible location near by in case of rain, and tents/awnings for people to sit under and to have the food under. You don't want a bird to come along at the wrong place and time :-)

I think the colors and decorations would depend upon your friend. She may choose to follow a theme or certain colors that are significant to the couple, or just colors she's always dreamed of. She may choose to follow a colore pallate that is complimentary of the month she is marrying in or the season. Because it is outside, I would assume she wants to take advantage of the natural beauty of an outdoor wedding. I would choose seasonal colors, pastels for spring, reds, gold, yellows for autum, maybe a simple light blues or greens for winter, with silver accents (but outdoors during the winter sounds terribly uncomfortable). You may choose flowers depending on your budget, my cousin got married in December a few years a go and they chose red poinsettas, you may want flowers that are in season because they're cheaper. Personally I had always dreamed of tulips and although they were impossible to find in July, I had them shipped from Holland (it actually turned out cheaper).
