Does any Arab speaker know the meaning of the name "Raisa" or "Raissa" in Arab (Farsi???)?

In Russia, Raisa stands for "rose". I cannot find the answer for it's meaning in Arabic language. She says it means "President". Can you resolve this?

Rais in Arabic means( president,leader or chief)....and Raisa is the feminine form of Rais....

'Rais' means 'leader, chief, nobleman' in Arabic. 'Raisa' would be the feminine form of that !
