I think that they lick a lot for the salt off of your skin, all having to do with hydration. My dogs licked me all the time and I went to a farm and home store (Orschlen's, Tractor Supply, etc.) and bought a salt lick, small one. It seemed to help, although they still would prefer to lick me. Try it and see if it works for you....

You don't give much info. But if it's a male he licks himself because he can (ha ha). No really to limit his scent where he doesn't want it. A female licks her private to keep clean.
If you have a dog that licks his legs, feet, misc. it can be due to being bored then after a little while it gets to be a habit, which can led to lick lesions that can become infected.
Depending on what the reason is ,why does he need to stop licking. If it's a lesion there is some medicine at the pet shop, called "Bitter Apple" that will help break the cycle, then buy him a good chew

Dog licks when he is bored ( except that there is a wound on the area he licks ). So you can try giving him a chewy dog toy to keep him occupied.
There is another method I tried and worked effectively on my dog. It sounds cruel but it works well. Rub some chili on the area that he licked. Be careful not to rub on the skin but only on the fur. When he lick it, the spiciness will keep him from repeating the action.
I know someone will scold me for being bad. However, think about it : Continuously licking and applying a thin layer of chili on the fur for once, which one do more harm? This method works well on furniture if your dog is biting it too.

it depends what he's licking and why. if he's licking his private area(not opperated on), then that's healthy grooming. all dogs do this. Dogs are very clean animals. You really shouldn't stop this. If he's licking an operated area, then you can put a cone around his neck. that should help. or you could use grannicks apple bitters. if you're talking about licking your face...(my boyfriend hates when my puppy licks his face) well that's a sign of submission. you shouldn't stop that. it's the dogs way of saying he's depending on you.

It may be annoying but dogs tounges are one of the cleanest anti bacterials (or is) Its licks your cuts and stuff because its trying to clean it
