you can download Nero, but it won't burn copyrighted DVDs, and it won't compress them to fit on a standard DVD, as most movies are dual layer.
I use AnyDVD to decrypt, and CloneDVD to compress and copy, but they are not free. There's really no other way to do it.

You would have to look on Google for that one since I know two that burn CDs, but not DVDs since the picture quality isnt that good. Just do some research until you come to something that fits what you're looking for.
