The white area is located on the bottom part of my scrotum.
I also noticed its alittle more sensitive than the normal areas of my scrotum. For example, when I touch the white area with my nail it feels really sharp compared to the normal colored area of my scrotum. please any advice???

Well, barring an STD, it could be a clogged duct or have something to do with the glands. These things do happen from time to time and are completely harmless. They just seem spooky because of their location. No one likes to find bumps on their naughty bits.
It is highly likely it is nothing to worry about but I'd suggest asking a doc to be sure. It may be a bit embarrassing but your health is more important than being embarassed.

I'm guessing, it's dry skin. I feel silly admitting this but I've had the same problem. Trust me, itching it will make it worse. Get some zinc cream and apply it daily until it's gone. If it doesn't go away, then I was wrong and it's not dry skin.
It's white-ish because of the lack of moisture and scar tissue may have formed, from the skin being scratched. Good luck and don't scratch it.
