The white area is located on the bottom part of my scrotum.
I also noticed its alittle more sensitive than the normal areas of my scrotum. For example, when I touch the white area with my nail it feels really sharp compared to the normal colored area of my scrotum. please any advice???

Sounds like a yeast infection. Put Monistat on it and it will feel better and clear up. It is caused by heat and moisture (sweat) along with no air. Consider going comando during the summer.

I don't know, but keep your hands away from me. It could be a yeast infection.
