SKF has set up the standards for ALL types of bearings, and they are all numbered that way.
As one said, part of the number defines the outer diameter, but this is NOT only the first two digits: how would you mark a 100mm bearing?
Look through the tables of SKF.
You will see that the number also defines the SHAPE of the bearing (i.e. roller ball bearing, conical bearing, needle bearing etc).
Additional letters, sur as R or S, define the dust protection of the bearing, made with a shield over the balls/pins etc.
When ordering a bearing, the SKF denomination (number) is sufficient for ANY manufacturer in the World!

The first digit stands for type of bearing. In your case it is a Ball bearing. Second digit denotes width series. In your case that is the lowest width bearing available. 08 stands for 8th multiple of 5 mm or the ID of bearing is 40mm.

Check the manufacturer. I would guess that it has a diameter of 60mm and 08 is just a number to separate it from the others of the same size.

60 denotes outer dia of the ball bearing.
08 MAY BE a grade code of the manufacturer which indicates the thickness, materia of construction etc of of ball, casing.
verify with the spec of manufacturer.
