Wouldn't it be easier to block his email address?

"Can someone in the US file a restraining order against a soldier in Japan for emailing?"

The quick answer to your question is "Maybe."

Orders of protection or restraining orders are usually issued to prevent physical harm where the judge believes there is a likelihood the person is in some danger. However, it's also possible for a person to be protected against harassment from any form of contact-- directly or indirectly-- by telephone, email, or even a third-party.

Where a minor is involved and the alleged aggressor is in the military, an order of protection might be the least of that military personnel's problems. A single phone call to his command-- or a military Judge Advocate General's office-- could result in charges or non-judicial punishment being brought against the service-member via the Uniform Code of Military Justice.

The best advice for the service-member-- especially since the party he's been involved with is a female minor-- is to sever all ties-- don't call and don't respond to emails or other forms of communication.

[This is not legal advice. You should consult a licensed attorney-at-law for legal advice and representation before making decisions that may affect your legal rights.]

Well everyone seems to be saying "block the email address" which would seem like a logical thing to do. If you're worried this person is going to bother you when they come back to the US you could talk with your local states attorney's office and ask their advice on what they think you should do to have everything in place so you won't be bothered upon their return to the US. Good luck.

No, courtroom orders are directed in user-friendly terms to human beings. Now the dcourt can order something to be achieved approximately sheep that a guy or woman owns, however the order would be against the guy, no longer the animals.

No. Not unless you went to Japan. You can just delete them without reading them or just mark them as junk mail and it will filter them out.
