It seems that its never right or akward to meet a girl and try to talk to her, maybe leading to a date. School there's alot of people around, clubs girls always seem to be with their boyfriends or only hang out with the friends they came with, and its not like you can just go up to random people on the street. I just don't know anymore

Take it from an old pro. Get involved in as many activities that you can that you truly enjoy. Don't fall for the stuff that everybody else is doing, find your own thing. Gymnastics, bowling, photography, there is no limit.
I have found the most important thing in meeting someone is just showing up somewhere. It is really that simple. The rest will take care of itself. But if you are going to show up somewhere it mind as well be somewhere you enjoy being.
And, don't be afraid to talk to anyone, man or women. The secret is just to start the conversation. Just blurt anything out and then ask a lot of questions. People love to talk about themselves and it also shows you are interested. Easy.
I still follow my own advise, I cannot rely on looks and I cannot rely on wit so I have found this approach works for me. And it works well.

Don't any of your friends know single girls to set you up with? Besides that, you're just gonna have to grow a sack and approach a girl when others are around (you listed school and clubs possibilities). Women like a guy who's brave enough to take the initiative, even if it means possibly getting shot down in public. Opportunities to corner a girl to ask her out in privacy can be rare and quite possibly creepy to the girl in question.

Girls feel the same way! You have to take a chance! There is someone anywhere you go waiting to carry a conversation! You don't have to start it by asking for a number... Say hi... Make eye contact to start! A man confident enough to engage in conversation no matter how small is attractive!

The aren't at any specific place. But you should try places from school or work. San Francisco is where people go out and socialize a lot, so give this place a try.

Spend time at places of interest like museum, parks, zoo or certain cafeterias. Try striking conversation with those around you without showing any intent or 'hard-up' or like a sex maniac. Just be normal and converse intelligently. Good luck
