It is from "Heart of Darkness" by Joseph Conrad.

He is referring to the life of sailors, who travel all over the world and see many different things. But their "home" is unchanging - since one ship is very much like another, and the sea is always the same. So that's a comfort as they go to stange and varied places around the globe.

that things look different but are very much alike while other things remain constant-it neverchanges. it deals with change and how the ships come, grow old and then will drown but the sea will always be constant in the sense that it does not change.
