I meet a girl out one night, and we seem to get along... I get her number, call her 2 days later, and she doesn't return my call. What gives??? Do I call her back? Does she have to call me? Why even give me the number???

I think you should give yourself another chance and call her again. You only tried once right? She might have been doing something and missed your call.
But having said that, if you left your number in the voice message and she still doesn't call you back, chances are that she's just not that into you.
Why did she give you the number? That may be because she is too impolite to decline your request or to simply give you the wrong number altogether. Another reason is she's undecided (although if she decides that she does like you after all, she would have returned your call already). Yet another reason is she thinks you two can be good friends, but not lovers. Hence the cooling off period so you will stop thinking of her in a romantic sense.
Having said all that, I think you owe yourself another chance at this. Try calling her again. And if she still doesn't return your call, let go. There are other fishes out there :)

Call her on her behavior. If you leave a voice mail for her, tell her to call you back three days later because you'll be busy until then. Then, in those three days, do something that will make you forget her call. If she calls, good for you. If she doesn't, you might even forget that she exists.

Don't sweat it.Wait a while and see if she calls,but don't hold your breath.She may me the type of girl who gives her number to a lot of guys and doesn't remember that she gave it to you.Don't call her again,if she is interested she will call you.Meanwhile,live your life the way you did before you met her.

She saw that you were interested and just wanted to tease you. She isn't worth bothering about. One day when she is interested in someone, I hope they do the same to her. There are nice girls out there, you just need to find one. Good luck
