When you receive the Holy Spirit with the sign of speaking in tongues. When you are overwhelmed in God's love. It is praising God & prophesying. Love has to be the root.

This is the first step. After that you have been filled, you can pray to God anytime in spirit & truth. In your quiet time with God. Even during praise at church. Sometimes it will come on strong when you are praying for loved ones, or if someone has a need for prayer and is for intercession. Because sometimes we don't know how to pray for others. Also it is praying the truth from our heart to God & the devil can't understand it.

Then there are those that God has a message to the congregation & is done in order & by 2 or 3. Then there is an interpretation of the message. For it to be a true prophetic message there needs to be a comfirmation & in order.

Confirmation can be in everyone's spirit also.

It was appropriate at Pentacost 33 CE when holy spirit was poured out on the desciples of Jesus so that they could speak in the native tongues of the Jews and proselytes who had come to Jerusalem from faraway places for the observance of the festival. It was proof that God was using the new Christian congregation and no longer the Jewish one. It served its purpose and then ceased when the last of the first century apostles who had received the gift died. 1 Corinthians 14:22-33 explains its purpose and how the gift was to be used. If there was no one who could translate it, the gift was useless.

Only when certain situations exist:

1. A real language is spoken to someone who can understand it;

2. The gospel message is given to a person that can not learn about it in any other way;

3. The person speaking the tongues is filled with the Holly Spirit and is humble and respectfull, not obnoxious, loud, drunk, silly, or useless.

whenever the Holy Spirit prompts you to, but especially in prayer and worship. For Christ is Spirit and we worship in spirit, which means in tongues.

Prayer in tongues very powerful and gets the message straight up. Besides that, when we pray in tongues, demons will flee.

However, if you are with an unbeliever, maybe you need to explain to the person first, because for someone who has never been exposed to such miracles, it could be quite shocking and even scary, and we wouldnt want to stumble them now right :)

I guess if you were in the kitchen, using tongs, and it was just your family around, you might joke around by speaking through the tongs. It'd be pretty dumb though.

Whenever the holy spirit gives you the erge to speak in tounges then you will know that it is the appropriate time to.

I would say it would be "appropriate" to speak in tongues while standing up to give an oral report in school. Especially college.

By appropriate, I meant hilarious.

Well my friend everyone has their way of worship, some have tounges and if u do do it but if u dont want to get staired at i noticed that alot of community churches do it.
