An up-do always looks the most dressy. Get yourself some silk flowers at your local craft shop, and make an appointment to have a haridresser do the job. You can go somewhere cheap for about $20, and you'll look put together. The flowers will add a little extra zing.
Have fun.

If your shoulders are bare, wear your hair down in a straight, sleek, Charlize Theoron style. Make sure it is really shiny, wear minimal eye makeup (black mascara and liner only), and use a vibrant plum-red long-lasting lipstick.

Why not mostly up in a loose french twist with little wisps down and framing your face. The wisps you can curl for an added effect.

Because it's a halter dress, leave your hair down. Maybe put some colored bobby pins or clips in it that match your jewelry.

Do a trial run of all the styles you'd like. Take pictures, then decide the one you liked best.
