No..you be the mature one..let her know that you are interested, but don't make a move, If she likes you , you'll find out!!

Well you can but she may really be into him and will not really appreciate the fact that you did that. You can pretend that you did not know, but really in the end you may not end up with her. I think you should no go for it, in the end you may make yourself look like a loser. I would say, just move on for now.

I wouldn't,
The only move you should be making on a girl with a boyfriend is away from them....
{you could be friends with her until she breaks up with him then you could go out with her.}
