I have very expensive All Clad Copper Core Cookware and I only use Bar Keepers Friend on it.
I am in NJ and the Walmart store here carries it. I have found them to be the cheapest, and they have the bigger container of it which is 21 oz for $1.86. Your local grocery store should also carry it but the container will be much smaller and the price will be almost double.
You will be amazed at what this cleaner does for your cookware. You will go buy an extra container just to have on hand for a spare. It works on a variety of surfaces such as stainless, fiberglass, porcelain, glass cooktops, copper, tile, and brass to name a few.
When going to apply this cleaner becareful as to what type of applicator you choose to apply it with. You should use a wash rag or soft sponge. Stainless will scratch and once damage is done it is irreversible. For tough stains apply the cleaner in a paste form, letting it lather/foam up to work. I hope this helped you.
Never use a brillow pad(SOS) on stainless, once the soap agent in the pad is gone it will scratch the surface.

S.O.S. or Brillo pads. They are soft and won't cause much damage. Might try some Easy-Off oven cleaner. Maybe heat a thick mixture of Dawn Direct and water and let it soak a day or two. Might have to repeat that. Comet and a toothbrush but that's about the same as an S.O.S. pad.

Fill the pot up w/cold water to cover the burned on rice. Bring it up to a boil. Do it again w/some high powered soap in the mix. This time let the water sit in the pan until its luke warm, dump it out and scrub it up w/the plastic scouring pad. You should be all set.
