As of right now...
Limewire is legal. The act of downloading copyrighted content is the part that is illegal. Some may argue that limewire encourages this but I wouldnt worry about it. This question is like asking is a loaded gun illegal? no. but it can be used to kill, which is illegal.

You can access it as long as you don't make a profit from it. The free version only has limited features/downloads. The pay version is pretty much unlimited since they pay royalties to artists.

It depends on what you use it to download. Limewire as a program is not illegal, but if you use it to download copyrighted material that is illegal.
