Tinnitis is a high pitch ringing.
Do you live near power lines or a military installation? Many people are sensitive to the high voltage electricity or strong radio or radar waves generated by them.
It may sound like I'm making fun of you but I really did see this:
I remember a segment about this on Unsolved Mysteries a while back - they suggested it might be technology used for submarine communication. I wish I could remember the name of the group of others that hear this - they are working hard to find the cause.
I looked at the link Albannach gave you and that sounds like the story I saw...

Hi this sounds like tinnitus. Tinnitus is an abnormal noise which you can hear, but the noise does not come from outside your ear. The sort of noises that people hear include: ringing, whistles, roaring, humming, machine type noises, etc.
Your dogs are probably going crazy because they sense something in you... they can sense calm, nervousness, anything like that. Check out Tinnitus on the web. Good Luck x

If it's a ringing noise it's called tinitus. It's from inner ear nerve damage. I know i have it. Go see a doctor but unfortunatley there is not much that can be done. After awhile you just become immune to the noise and forget about it. Go for hearing tests and see what possibly may be done for you. I feel for you I've had it for about 20 years believe it or not I'm 35 now. When your in an extreme quiet setting it may appear worse. Trust me after awhile you just become immune to it and actually forget about it unless you really start to focus on it. Do go see an ear doctor and best of luck to you.

Sounds like an ear problem, not mental. Think it may be tinnitus. Good idea to have your ears checked just in case there are more serious underlying ear problems

You are not going crazy. You have the same thing I do,and the bad news is it isn't going to stop. It was caused by listening to things too loud like music, machines, and other noisy objects. My ear, nose, and throat Doc. told me.It is tinnitus.

Ask Florence Welch off Florence and the Machine. She wrote a whole song about that... Edit: Wait, that was "Drumming Song". That won't help you at all.

OMG!! That happens all the time, like when it's really late at night and really quiet! I always thought it was the air conditioner, but I once went to check, and it wasn't on! It freaks me out.

all the time. its natural.i think its because you're used to hearing noises all day and then once its quiet then your ears are used to noise and so they're like trying to make up for the lack of it or something.

nope but you should get that looked into. Are you on any medication? Maybe your house is haunted or you could be a little deaf. Has this happened your whole like or just recently?
