it should be a couple decision, just like my husband and i we already have 2 kids and we have decided to start trying for our 3rd and have decided (together) to stop at three even if the next one is a girl also (we have 2 girls already), but no it should be a joint decision.

After all the pain I went through to give birth to my daughter, I
decided not to have any more. Since my husband chose to
stay in a dead-end job and not look for a higher paying job I
announced that no more children will be 'hatched' until he
was able to support all of us. He never looked for a better
paying job so I never had any more kids.

You decided between you. However If mum has had problems in the past generally mother is the one too decide. Men really don't have the last word. Woman carry - deliver and nurture.
Men just perform and sperm.

We have 2 kids, boy and girl. Myhubby and I both decided to not have any more. We took in to consideration these factors:
We feel as if God has given us what he wants us to have. my husband took in to consideration my health and body. I had 2 c-sections and the last was really rough. Plus we talked about money and other things. We send them to a private school, and we wanted to afford a good education.
it was both our decisions. Afterall, marriage is 100% / 100%. not 50/50.

You would have to both work out some kind of agreement. But when it comes down to it the women gets to decide because it is her body and she is the one that has to carry the child for nine months. But the best solution for both to agree somehow if possible.

In my experience it is almost always the woman. I have many friends who's families would be larger if it were up to dad (like mine, for example!) but the moms were/are tired of being pregnant and having babies and put the kabosh on it.

I don't think just one person should decide that. Both me and my husband talked about it and agreeded to stop after two.
