If someone is claimed as a dependent, they calculate their standard deduction differently on their own tax return. I think what you are asking is if his mother will receive the additional allowance on the deduction because of her age.
In this instance, the mother would be able to claim the additional deduction amount.She would calculate her deduction amount using the formula, just as if she were a dependent child. She would then get an additional $1250 abover her calculated deduction amount - because she's not a child :)

No, if Tad claims his 70 year old mother as a dependent, then his mother cannot claim herself. His mother cannot claim a standard deduction. A person can only be claimed by one person in any given year.

Standard deduction is reduced for a person who can be claimed as a dependent. There is a worksheet to calculate this in Publication 17, and probably in the 1040 instructions.
