God basically is instructing us to live pure lives, as in, try to abstain from all sins, particularly sexual immorality. Sex is reserved for two married people, and that covenant should not be violated. God does not was us to try to seduce members of the opposite sex, thus causing him or her to falter and sin. Try to keep yourself modest so that the other person is not tempted to lust over you.

If I understand right, the gist of it all is that it's wrong to have any kind of sex until you perform a 15 minute ceremony- then it's ok. Apparently a simple 15 minute ceremony where you inform the entire community of your intentions suddenly makes it moral.
