i mean if a whale is in the water to long will it drown

I suppose so. It is a mammal and breaths air. It has no gills. Theoretically, if it was unable to resurface in a reasonable enough time to take another breath of oxygen the drowning process would begin as soon as the whale ran out of air and had to breathe in ( though if stillunder water it would take in only sea water, and being without gills, would drown).

Yes. A whale is a mammal, and needs to breathe air. If the whale is trapped, by nets, an obstruction, etc, and cannot rise to the surface, it will drown.
