The first verse kind of gives it away
Acts 1:1 In my former book, Theophilus, I wrote about all that Jesus began to do and to teach
Theophilus was a friend of Luke, and Acts was originally a letter written to him sometime between 62-64 AD.

The intended reader of the Book of Acts was Theophilus. No doubt, Luke also had a larger readership in mind.

Luke is writing to "Theophilus." He says it right in the introduction.

Acts 2:38 repent, be baptized in Jesus name, be filled with the Holy Ghost. Luke was taking to you and me ! Just as real today as it was then.
